MPs to Elect Backbench Commissioners, Pan-African Parliament Representatives
Parliament will on Tuesday designate members to standing and sectoral committees, elect Backbench Commissioners and representatives to the Pan-African Parliament, as legislators complete key internal structures ahead of substantive legislative and oversight business.

KAMPALA — The 6th Sitting of the 1st Meeting of the 1st Session of Uganda's 12th Parliament will convene on Tuesday, July 7, 2026, at 2pm, with committee appointments and elections to key parliamentary positions dominating the Order Paper.

According to the Order Paper issued on July 5, 2026, the sitting will begin with prayers and communication from the Chair before Parliament proceeds to designate members to its standing and sectoral committees.

"Designation of Members to Standing Committees and Sectoral Committees in accordance with Rule 167 and 195 of the Rules of Procedure [30 Minutes]," the Order Paper states.

The committee appointments are expected to shape Parliament's legislative and oversight work, as standing and sectoral committees are responsible for scrutinising government programmes, examining Bills and considering policy matters before they are debated by the House.

Members will also elect Backbench Commissioners in accordance with Section 2(4) of the Administration of Parliament Act and Rule 11 of the Rules of Procedure.

"Election of Backbench Commissioners in accordance with Section 2(4) of the Administration of Parliament Act and Rule 11 of the Rules of Procedure [20 Minutes]," the Order Paper states.

Backbench Commissioners serve on the Parliamentary Commission, the body responsible for overseeing the administration and financial management of Parliament.

The House will also elect Uganda's representatives to the Pan-African Parliament.

"Election of Members of Pan-African Parliament in accordance with Rule 14 and Appendix E of the Rules of Procedure [20 Minutes]," the agenda reads.

Uganda's representatives to the Pan-African Parliament serve in the continental legislative body headquartered in Midrand, South Africa, where they participate in debates on regional integration, governance and development across Africa.

The sitting will further designate members to several international parliamentary organisations, including the Commonwealth Parliamentary Association (CPA), the Organisation of Islamic Cooperation (OIC), the Inter-Parliamentary Union (IPU), and the African, Caribbean and Pacific–European Union (ACP–EU) Parliamentary Assembly.

"Designation of Members to International Parliamentary Bodies [10 Minutes]" is listed as the sixth item on the Order Paper.

The sitting is expected to complete Parliament's internal organisational structures, enabling committees and parliamentary delegations to begin their work as the House prepares to consider legislation, budgets and oversight matters during the first session of the 12th Parliament.
